I agree with both of you. I apologize for being long winded with my email,
but my question was not is it appropriate but just "can we legally" put this
in the Charter? If not, there is no reason to debate it or have it on an
agenda. If the answer to that is the affirmative, then I agree it should be
put on an agenda to discuss as a group. Just looking for some free legal
guidance:)

I think this is an example of an item that should be debated at the
meetings and not by e-mail. At the appropriate time, it could be placed
on an agenda, although I tend at this point to agree with Tony's e-mail
response regarding its merits.
