These are excellent questions!? I would like to add to the questions that we will ask the County Executives of the chartered counties, when they speak with us:?

What do you feel was the most valuable strategy used to pass your charter? 
? 
What do you feel you have gained with a charter that you did not have before you adopted a charter? 
The answers to these two questions will give us some insite into how to best sell the product.
