[Charter-Com] Drafting Committee - memo re concept decisions made

I have taken a stab at drafting a description of all the concept
decisions that I think the commission has made to date.  The Drafting
Committee as a whole has not reviewed this, but I thought I should send
it to everyone so that at our next meeting we can confirm for the
Drafting Committee that the list is accurate, or correct it.
