Subject: Organized Labor

At last night’s charter meeting Representatives of the Labor Organization
brought forth an interesting proposal regarding unified building codes
throughout the county.  Their inquiry also included the incorporated cities.
Being a representative from an incorporated city, some charter commission
members were seeking my input.  I had a meeting this morning with the city
administrator and the community development director and discussed the pros
and cons of such a proposal. Last night I talked about the size of parking
stalls in commercial zones being different than Jefferson county, etc.
These are zoning laws and not technically building codes.  Our professional
people responsible for this area in the City of Arnold were not opposed to
pursuing organized labor’s proposal.  There was a legal question that came
up, whether a county had the power to enforce unified building codes in an
incorporated area without an intergovernmental agreement between the county
and that city.  Members of the Labor Organization had unfortunately left the
meeting before my suggestion of setting up a Building Codes Commission that
would include them, the HBA, the CBA, Fire Marshals along with
representatives of the incorporated cities within Jefferson County.  The
Labor Organization is having an executive meeting Monday evening and they
have invited Paul Reinheimer and myself to discuss their proposal in more
depth.  I did not want to go and represent the Charter Commission as a whole
without informing you first.  If Dennis or Derrick are available Monday
evening, I would feel more comfortable if one of you could join us.  In
discussing these issues with the Club’s President this morning, I feel it
imperative that this meeting be attended.
