I have modified the charter draft to reflect discussions at the last
meeting, to start the process of removing legaleze, and to reorganize it
some.  Some of the changes were done by search and replace functions
followed by manual corrections where the replace did not make sense or
was grammatically incorrect, but there probably are still errors.  I
urge everyone to read the document for its substance and to make
comments on it at the meeting tonight.  I could not get this done any
sooner, so the drafting committee has not had input into this yet.  My
hope is to revise the draft after every meeting and recirculate it
before the following meeting.  But there is much to do.

The attachment is a redline that shows the changes from the last version
circulated on paper.  The plum colored italic language is still the
relatively untouched sample language from other charters.  The
non-italic black is language that has been heavily edited or crafted
from scratch to reflect our decisions so far, but is subject to review
and comment by the drafting committee and everyone else on the
Commission.

By cicrulating this version we have met our deadline of having a working
draft by the end of May.  I stress that this is a working draft only and
no one should cite it as authoritative yet on any decision made by the
Comimission.
