[Charter-Com] map copyright issue resolved

FYI,

I was able to convert the Google Earth KML file to a standard graphics file that is not subject to copyright limitations.  I will send a copy of the colorized district map to all press contacts with e-mail addresses, and post a copy on the web site as well.

One question that came up during a question with Kevin Carbery on Friday: are the numbers for each district the final numbers?  For instance, if we specified that initial council terms would be two years for even-numbered or odd-numbered districts, are these the numbers that would be used to make that determination?

I told him that I was not sure whether these were the final numbers, or not.  Having an answer to this question would be most helpful.
