I would suggest that the numbers were just placeholders, but because we did
them with absolutely no thought to the staggering of seats that we leave
them in place.  That is unless someone thinks there is some good reason to
change them.

FYI,

I was able to convert the Google Earth KML file to a standard graphics file
that is not subject to copyright limitations.  I will send a copy of the
colorized district map to all press contacts with e-mail addresses, and post
a copy on the web site as well.

One question that came up during a question with Kevin Carbery on Friday:
are the numbers for each district the final numbers?  For instance, if we
specified that initial council terms would be two years for even-numbered or
odd-numbered districts, are these the numbers that would be used to make
that determination?

I told him that I was not sure whether these were the final numbers, or not.
Having an answer to this question would be most helpful.
