[Charter-Com] Officer Duties Memos

I have attached memos from our two summer interns that summarize the statutory duties of the other county officers and the prosecuting attorney.  These duties and responsibilities are scattered in several statutes, especially for the prosecuting attorney.  I told them to leave out the exotic stuff, such as the prosecuting attorney's responsibilities regarding thistle.
