[Charter-Com] Charter Draft 6 - 16

A redlined revision of the charter draft to reflect the drafting
committee's understanding of the matters discussed at the last meeting
is attached.  I have also continued my effort to reduce the size of  the
document by eliminating unnecessary extra words and also to correct
errors that are more evident upon re-reading.
 
This revision does not yet contain Bill's revision of the Merit System
provisions, but I changed and moved a paragraph from the Sheriff's
Department section to the Merit System article so we would remember to
integrate the concept.
 
This revision also does not contain the drafts of other sections that
others are preparing.
