I think your idea is very plausible. I believe you might still be able to
do it being revenue neutral. Is there a possibility that you could email
Sam Rauls with the EDC and ask for his input?

Subject: Possible Department of Economic Development
I am considering, when I revise the charter draft again, providing for the
creation of a Department of Economic Development and putting the Planning
and Code Enforcement departments within it as Divisions, as well as all the
other economic development activities of the government. My thought is that
everything essential to economic development, that requires coordination and
cooperation, should be under one roof with one. We would have to provide
for a transition to this structure over the next two years.
What does everyone think about this idea?
